The Swiss Cooperation Office in Bosnia-Herzegovina (BiH), representing the Swiss Agency for Development and Cooperation (SDC) and the Swiss State Secretariat for Economic Affairs (SECO), is looking for a new permanent staff member in the function of a National Program Officer (NPO) in charge of economic development and gender at the Swiss Cooperation Office in BiH (100% position).

Scope of Functions

The National Program Officer (NPO) is responsible for the supervision and administration of the Swiss Cooperation Office’s projects and programs in the field of economic development, with particular focus on private sector development, as well as for the identification and preparation of new interventions complementing the existing portfolio. Newly to be identified projects will mainly link the topics of migration and economic development, touching upon issues of foreign direct investments, trade promotion and remittances.

The NPO acts as the contact person in BiH for SECO’s “Economic Development” domain – comprising the fields of Private Sector Development, Access to Markets and Macroeconomic Support – and is actively engaged in SDC’s Employment & Income network. In cooperation with members of the finance administration team, the NPO shall introduce elements of Cost Effectiveness Analysis (CEA) into SDC interventions, including the training of SCO staff and project partners in the basics of CEA.

The NPO assumes the role of gender focal point of the Swiss Cooperation Office (SCO) in BiH. He/she bears responsibility for mainstreaming gender into SDC’s country program and for engendering individual projects in all domains of SDC operation (youth employment, health, local governance, and migration). The NPO actively participates in SDC’s gender network.

Eligibility Criteria 

-       University degree in economics, business administration or related field

-       At least five years of work experience, preferably in development cooperation

-       Firm knowledge of economic development issues

-       Extensive knowledge of private sector development and business environment reform issues

-       Sensitivity to gender issues, Solid track record of mainstreaming gender into programs and projects

-       Previous experience with cost effectiveness analysis welcomed

-       Previous work on migration issues considered a plus

-       Solid experience in Project Cycle Management

-       Excellent spoken and written English

-       Knowledge of German or French considered a plus

Terms of the engagement

Start of the assignment is 1 October at the latest. The selected candidate will be offered a 100% position under an open-ended contract with a 3-month probation period.
